Analytical Report:
On Calculating the Feasible Limits of New York City Council District Sizes for each County within the City Charter 10% Range Criterion by Frank Lewis. Originally written in 1991 for the NYC Districting Commission this article employs the quadratic formula in calculating the feasible limits on the number of districts for each County in NYC within the 10% deviation range as allowed by the City Charter.  This maximum allowable range between the largest and smallest district is 10% of the average district size (1990 - 143,583; 2000 - 157,025).  An updated table using 2000 census data is included.  An accompanying conceptual diagram is included as well
